SBA 7a pooling

For all the SBA 7a originators out there - Question for you… If I were to buy one of the pools of Guarantee Certificates, is it treated the same as other US treasuries? i.e. is it state and local tax exempt? Can anyone point to a document that shows this? Or IRS ruling?
