Upwork Rates for Email Finding Freelancer

I'm currently negotiating with Upwork freelancers for some email finding services and wanted to see if the community had any recommendations. Specifically I'm looking for:

1) Does anyone have any recommendations on specific freelancers to work with?
2) What pay structure do you use? (ie how much per successful find and how much per unsuccessful find)

Post a job, and look at their reviews. You might need to get 2-3 working on a couple of lists by the hour. Then you can see the diligence of each and perhaps have a long term arrangement on a "piecework" basis. Quality is really important, so be sure to ask them how they source the email addresses etc.
