Trying to understand RME/RMO for CA service business

I'm in discussions with a CA based service business that requires a license to operate and to obtain a license requires 4 years of industry work. I know RMO/RME is a possible way around this but the state is very strict and SBA lenders are wary. Would like to connect with anyone who's gone through this process or has experience with it.
