How much credit to assign to FF&E

I've been looking at a number of deals related to the construction industry and many claim to have $2-4M in equipment on businesses with $1-2M SDE. Of course there would need to be a professional appraisal done to confirm those claims, but how do folks typically assign value to equipment in these deals?
