Any recommendations for free Business Owner contact list sources? Or paid? (US Territory)

I'm hoping to get my hands on a decent list relative to a particular sector. There are many sources online (to me most of them paid). So I am curious about 2 things. 1: How good are the paid contact detailed info and 2:Are there any sources for free quality contact lists to executives / business owners.
