Brief shameless plug: I've spent 6+ months developing a tool and process to do this significantly better than anything else currently available on the market. I'm happy to provide one free list to any searcher interested in testing it out in exchange for feedback on the list.
From speaking to many searchers about their current process/tool set for this, most use a combination of a database, interns, and upwork freelancers to get the job done.
