Email is scalable. If you want to cover a lot of ground quickly, that's the way to go. You can also use Linkedin InMail to target business owners and do automated cold outreach (best if you stay within a certain vertical per campaign). In France, starting with a letter will be better perceived. Following up with an email will then be post efficient. It depends on your geography and your audience I would say.
