What is a good, basic, low cost CRM?

I am looking for CRM recommendations for my self-funded search. I need only basic functionality and looking to keep monthly costs low.

HubSpot should be the go-to option. Out of the box, it offers the best Sales and Marketing features, and it grows with your business since you can add on more modules (there are a few things that are more annoying than migrating CRMs). Pipedrive is a notable alternative, but I see few scenarios where it would be a better choice. I led startup Sales teams for the past 5 years, and most companies I've seen started with HS and then migrated to Salesforce once account management became more relevant.

Given your situation, I think the simplest thing you can do is put on an Excel or Google sheet. Others have already chimed in with lots of other recommendations, and I would echo them. Hubspot, Zoho (or even my personal favorite Bigin by Zoho) are great options. But it all depends on what you want to do. IMO, the best CRM is the one you'll use. I've worked in too many industries where more complex and feature-rich CRMs never get used and people end up defaulting to Google sheets or an Airtable.
