Using SBA funds to buy a non US company?

I have a deal where I am looking to purchase a software business.
The business is currently domiciled and  based in Cyprus.
I would like to purchase the business and change the domicile to the United States, and create jobs in the US vs overseas.
Will the SBA fund the acquisition of a non US business that will be converted to a US business at closing?
The underlying business is an app in the Google/Apple Play Store.
The business has <18 months of financials, since it is a relatively new business.
