Title Insurance 4x purchase price

Anyone ever hear of SBA lender requiring title insurance at at a value that covers both the RE and Business. Effectively 4x the real estate value?

Is this common?
I would think Title insurance covers the RE and the Business is a cashflow loan?

This would likely be some sort of bonding issue. Feel free to ping me if you want to discuss more. We can figure out a lot from a conversation. I work in benefits, but there is a guy in my office (also a Northwestern - Kellog guy, by the way) who definitely knows more.
