Seller won't meet buyers

I'm evaluating a re-sell of a national franchise business, On paper, it is one of the highest volume and profitable businesses in the franchise system (according to broker). Everything looks solid in SIM -- growth, profitable, not the best sector but decent growth,. The owner is classified as absentee with a GM (10 y+) in place and willing to stay.
I asked for a meeting with the Seller and was told that the Seller isn't willing to meet until "after diligence". Broker said he will meet with me and will get my Qs answered. Current owner has multiple franchise units. I'm going to meet with the local Franchisor to see what I can learn. Its a $4M+ deal size. Do I move on without a meeting or is there a path forward without owner involvement?
