Not my area of expertise either, but I would second the comments regarding caps on international students. The stroke of pen risk has definitely played out in this sector, and journalism has been double-clicking on the less-than-promised outcomes for the industry's customers - students whose families have often made big sacrifices at home to send them to school in Canada.
