I assume you are not looking at SBA? If you are let me know but sounds like you are looking at private funding

13% seems high (subjectively). If you're looking for non-SBA financing, if the debt quantum is around the SBA size (sub-$5 million), my recommendation would be to look to local community banks and lenders. Typically, if you're willing and able to offer up operating accounts for the business, it can help as a negotiating lever.
