Dev tools (and SAAS) are interesting because the codebase is the product, and the data room gives only a summary. Common hidden surprises are, two half-finished systems stitched together rather tan one system, or 80% written by one person who left 3 months ago.

Yes, security backlog and licenses (both in-code and OSS). Tech debt can also drag on run rate, and makes it difficult to build out new features for growth, it shows up in velocity metrics also.
