Depends exactly what you're looking to do. If there's a good reason, SBA will typically let you refi SBA loan with another SBA loan (improving cash flow is good reason). But banks don't always want to refi their own paper, nonetheless I'd check with whoever has original SBA loan first. If you go to a different bank, they will refi it (and other debt if you have it) to get 1st position. Not all banks like refinance SBA stuff, others have no issues. SBA broker (pick your favorite fighter, plenty on here) can help, or can do outreach on your own to banks (e.g. US Bank will do refi). It's not easy and bit of a process but SBA is pretty vanilla. Note: depending on performance/cash flow, I'd look at conventional bank debt instead of SBA as it'll be cheaper.
