Potentially looking to partner with a US based operator/investor

I'm a self funded searcher who is based in Canada and looking to acquire an SMB in the US.

I would like to partner with a US based operator, investor and/or searcher in order to 1) get access to an SBA loan, and 2) build a solid team.

Considering that an SBA loan requires that >50% of the business be owned by either a US Citizen or PERM resident, what would be a feasible way to structure such a relationship in order to attain the two objectives mentioned above?

Open to explore potential opportunities with anyone who might be interested in partnering.
