There is no easy answer to building a robust proprietary pipeline unfortunately. I've found success looking at sales and marketing strategies from other industries and trying to adapt them over. The sales techniques being used to reach SMB owners by vendors is used for a reason and is quite effective. For email: If you are going to do scale you are going to want a service that handles multiple mailboxes at once to keep the individual outbound volume per account low (and in turn your deliverability high). Consider also using a email warming service to get some positive history on those mailboxes and so that you can rotate through mailboxes and warm the others to keep their reputation high. I would also consider things beyond emails like physical mail, bulky mail, cold calling, attending industry conferences, and building a warm intro network of river guides/vendors. The network approach is even more important if you are going to do a geographically constrained search.
