Need help accelerating EIDL loan application with the SBA

I am looking for someone that has familiarity with SBA EIDL loans and would be willing to help advise how to get the application process accelerated. I have a contact that applied for an EIDL loan several months ago. This is their second loan; the first was deposited fairly quickly. But it seems as though this application is caught in the maze of people at the SBA pushing paper. Compensation for results is not out of the question.
