Market comps for restricted cash

Can anyone point me towards market comparables to help value restricted cash? Target has a transferable grant of $1.8 million with extremely broad and flexible permitted use for growth, essentially restricted cash that's an asset in the acquisition, as seller would have no use for it without the company. Looking for comps on how to value this. Thanks in advance!
