Low ROI long term patient minority investor/financing

Hello community. I have a business project that can start with an initial investment of $3M-$5M. At $5M this would produce a ROI of $2.5M at 5 years. Each $1M would generate $500K profit at 5 years with $300K annual disbursements.
I have more details but I am hesitant to disclose everything here. Although the basic premise is to start small with a small investment and end up having a portfolio with this set up with about###-###-#### at a time rolling simultaneously between exits and funding which would self sustain and keep rolling and at 15 years sell everything.
The investor or debt financing would be returned through the $300K annual or monthly disbursements and also at sale if not agreed before then.
To achieve this, (I would think), an investor would need to be more patient and passive than is typical and expect a sooner low ROI or a later higher ROI.
I know there is not much to go on exactly here, but are there investors who can do this? Any and all feedback and advice and questions are welcomed.
