Low Cost Data Collection

Has anyone had experience with outsourcing data collection to lower cost regions? I am particularly after recommendations of people / parties that have excelled in the past.

I have developed a number of scripts for scraping companies, in order to get a wide funnel going. From there, I have found Amazon Mechanical Turk (www.mturk.com) to be very useful for collecting the disparate data points from web sites or LinkedIn company pages. This method is definitely informed by what kind of businesses we are looking for (SaaS, primarily). These companies have nearly universal presences online, and can be reduced to a model that is very comfortable for digital outsourcing.

Have you tried Upwork or other freelancer sites? I've found Upwork to be very helpful for small-mid scale projects, with lots of freelancers looking for this type of work. Depends on type of data collection you are looking for but I've had good luck with web scraping when the data is presented in somewhat of a uniform format. Upwork has been a great source for scraping help as well.
