Labourers for newly acquired industrial businesses in Toronto / GTA

I am working on compiling a list of labourers / candidates for industrial companies in Toronto and the GTA, NOT unionized! It would be like calling up a union hall to find last-minute labourers for a job except... not unionized.
But it's also not like a staffing agency. I'm wondering charging $950 as a placement fee for finding a candidate sounds reasonable?
It is aimed at acquirers of new industrial businesses, and we focus heavily on finding reliable people who are really eager to work and whose motives can be aligned with those of the businesses, and a lack of emphasis on traditional/formal experience. The tradeoff here is they are normally pretty junior and require training, but basic training that could be done by other employees.
Would love some feedback on how to help new owners find junior labourers / skilled trades people.
Would setting up 4-5 interviews with pre-vetted candidates, then charging a placement fee after a trial period of working with the candidates for 2 weeks be useful to acquirers of new industrial businesses?
