Is 1% success fee for a Finance Broker normal? Aus/NZ Based.

Currently looking for funding from a Bank for an acquisition. We started the funding conversation with a Finance Broker in NZ. They are asking for a 1% contingent success fee. 40% of the 1% is not covered by the Banks. So they want a cash payment, is this normal practice?
