How to find operators?

I apologize if this is a stupid question, but how are folks finding operators for deals? Many investors are teaming up to invest in small businesses, but only as silent partners (20% ownership or less each so they don't hit SBA affiliate rules). There seems to be no shortage of those, but that only works when you have a capable operator willing to step in and operate the business full-time. Is there a platform out there to find more of those?
