Thank you for your response. Any suggesstions How to eliminate cash jobs culture in a business? , I noticed most of the home services business owners offer a discount to customer if they pay cash but then they don't issue an invoice.

You do not eliminate, you either decide to buy the business or walk away, depending on the risk exposure/$ amount of cash transactions. You will not be able to prove these transactions in QofE, so it is a risk factor.
