How do you compile a list of blogs or content websites with criteria?

I want to compile a list of blogs or content sites with certain criteria like topic, traffic, etc. The idea is to do an outreach campaign to the owners of these sites. Any recommendations on how to put together this list?

I thought WHOIS tools would allow me to find who owns the domain name, but I want to find websites that are in a particular niche. For example, financial blogs with 500k to 1M views per month
