Green Card Holders no longer eligbile for an SBA Loan

I just got an email from the SBA that green card holders are no longer allowed to be part of any SBA loan. Is this rule necessary in business?

That's unfortunate. Did the government forget someone who is a Green Card holder is a Permanent Resident pays taxes, has intent in staying, contributing to this country for the rest of their lives.
