Experience with License Requirements Under New SBA Rules

Given the updated SBA SOPs, what have people seen on service businesses with licensure requirements? Are sellers rolling equity and willing to personally guarantee? Are buyers leveraging licensure from existing portcos/platforms? Are less of these deals getting done? Would love to hear creative ways folks have gone about it.
