Ecosystem for small EBITDA businesses <2M EBITDA without a succesor in Europe?

Hello! I'm trying to figure out if there is an opportunity to create an ecosystem or infrastructure for these type of businesses, operating like a search fund or a similar figure. But with digital infrasatructure and financing from lots of investors like small family offices or PEs. What is your opinion on these businesses, that usually don't find a succesor in Europe? Is there a chance to create an ecosystem?
