Does anyone have experience selling to municipalities through sales reps?

I would like to speak with someone who has successfully grown a sales organization through sales representatives. The target buyers are municipalities and they would be buying capital equipment for infrastructure. 

Please let me know if you have experience with this or know someone who I should chat with.
