Does anyone have an outsourced resource for target company list building?

Hi - 

I'm doing a targeted search and was wondering if anyone has hired interns, Upwork contractors, etc. to build lists of target companies? For this list, I'm looking for services businesses within 60 miles of Richmond, VA doing $2MM - $10MM in Revenue or $500K - $2MM in SDE/Adj. EBITDA. 

I have a Zoominfo subscription but there are a lot of email addresses which can be found on the company's Facebook page or even on their website --@----.com  that aren't on Zoominfo. 

Just curious what other resources people have found beneficial.
