Are lawyers allowed to pay referral fees for clients they are being referred to? if so, are there lawyers here that pay referral. Please let me know. I'm interested to have a discussion.

In addition to Roman's comment: though in some territories is not expressly forbidden, you want lawyers that are being referred because they are the best option for what you're looking for, not only because they're paying a fee. I understand why it seems like a very interesting (and lucrative) scheme, but I think that for the most part clients end up not receiving the best value for their money when lawyers are involved in this kind of schemes.

No. There are US regulations that generally don’t allow lawyers to pay referral fees or revenue share.
