DD - Govt contracts for minority owned business (DBE)

I'm looking at a business that is partially minority owned. The owner said that they do government contract work, but have not been awarded any projects as a result of their "DBE" status. How would I go about confirming this? I think the owner is being honest, but at the same time Idk how he would know if they won a bid based on their status or not.

I think they should be registered and searchable on SAM.gov.
