Canadian Anti Spam Legislation - Best Practices for searchers?

Wonder if Canadian searchers or lawyers have any suggestions regarding the CASL (Canadian Anti Spam Legislation), when executing direct e-mail campaigns for off-market deals?

I have wondered this myself as a Canadian searcher and have also read the governments CASL guidelines: https://crtc.gc.ca/eng/com500/faq500.htm but still do not have a great answer.

Nowhere does it seem to specifically mention or address an offer to buy the recipient's business in the CASL guidelines. In fact, I think you could question whether approaching someone via email to buy their business is even considered a CEM (commercial electronic message). Regardless, if you found the business owner's email on the internet somewhere then approaching them is fair game.

I wonder: is it possible to just not use spam? Maybe hone in on sub-industries, regions, or the intersections of both to find good businesses to approach?

I've been playing Animal Crossing with my kids. I love to go fishing in that game, but its algorithms prevent me from getting any bites unless I cast my line accurately. Fine-tuned targeting appears to be the key.
