Best way to reach CEO/Owner?

whats the best way to scout for contact information in direct-sourced deals? Zoominfo is great, but it is extremely pricey.

I have a similar question. What are others doing for list building? Reference USA and Hoovers are a good starting point but completing the lists, including getting emails, CEO phone numbers, etc. could be a lot of manual work. Wondering what others are doing and what 3rd-party sources / offshore help others have successfully used.

FYI... I have looked at InfoUSA... emails aren't available for large portion of the leads and it's expensive.
