Anyone looked into Port Services?

Has anyone looked into tugboat or stevedore companies?  How are these deals typically evaluated - on a cash flow or asset basis?  I am interested in the space due to the high barriers to competition and stable customer base, would love to chat with someone more familiar with the industry.

In Europe, stevedores are among the most unionized jobs, with very combative unions, which makes it hard to increase productivity (not just for downsizing - just any change).

Typically these are large already consolidated and hard to break into. Although, if you are in AK, you might be lucky and find a few smaller operators that are still independent. That is very hard to find here on the gulf coast.
